    This type is fully embroidered with a cloth back and was made with both green and silver border. All merit badges that were previously fully embroidered continued in this type with a green border. In 1969, all merit badges became fully embroidered and a silver border was introduced for all merit badges required for Eagle. Numerous design changes occurred in 1969.
